California has "world class standards".
Yeah.
The problem is California has some of the lowest standardized test scores in the nation.

California's students begin taking the state test in 2nd Grade ( other states have their students take their first state test in 3rd grade).
Yeah.
California students are all expected to be "proficient" on their state test to be considered to be "at grade level", while other states accept "basic" as the mark of grade level proficiency.
Boo.
